Tribunal finds dumping of concrete reinforcing bar from seven countries injures Canadian industry

Provisional duties could soon apply to rebar from from Algeria, Egypt, Indonesia, Italy, Malaysia, Singapore and Vietnam

After conducting a preliminary injury inquiry the Canadian International Trade Tribunal announced that it found a reasonable indication that the dumping of concrete reinforcing bar from Algeria, Egypt, Indonesia, Italy, Malaysia, Singapore and Vietnam has caused injury or is threatening to cause injury to the domestic industry.

On September 22, 2020 the Canada Border Services Agency (CBSA) initiated an investigation into the alleged injurious dumping of the goods in question following a complaint filed by Canadian manufacturers.

Now that the Tribunal ruled on the question of injury, the CBSA will investigate to confirm that the imports are indeed being dumped and will make a preliminary determination by December 21, 2020.

Provisional anti-dumping duties could soon be applicable to imports of the goods under investigation. In such a case the preliminary decisions of the Tribunal and the CBSA will have to be confirmed by final decisions.
